New Territory opened in 1989 and filled in through the 1990s, which puts it in the heart of the cohort now on a second system. It also carries a jurisdiction fact that trips up out-of-town contractors and confuses permit searches: the City of Sugar Land only annexed New Territory on 12 December 2017.
Before 12 December 2017, New Territory was not in the City of Sugar Land. Mechanical work done on these houses in the 1990s, 2000s and most of the 2010s was not permitted through City of Sugar Land Building Standards, so a City permit search on an older changeout can return nothing at all — not because the work was unpermitted, but because the City had no jurisdiction at the time.
Since the annexation, permitting and inspection run through the City under the adopted 2024 International Codes and 2023 NEC. Getting that timeline right is one of the clearest signals of whether someone actually works in this market, and it is the kind of detail national HVAC content never carries.
On the equipment itself, New Territory is a 1990s neighborhood on a second system. Original builder equipment was replaced somewhere in the 2000s or early 2010s, which puts a lot of these houses inside the 10-to-15-year window now — and typically on ductwork that is still the original 1990s installation. Work before that date was not permitted by the City. An empty City record is not evidence of unpermitted work.

Mechanical permitting now runs through City of Sugar Land Building Standards, under the codes adopted in Ordinance 2395 — the 2024 International Codes and the 2023 NEC, which puts the city ahead of the Texas state minimum. Confirm the requirement for a specific job on (281) 275-2270.
For anything predating 12 December 2017, the City is not the record holder. FBCAD remains the practical source for the year the house was built.
